Farm the mod at the two vendors in Watoga. The Enclave Plasma Rifle with Flamer Mod already attached can also randomly drop from the Dropped Connection event. I've had the most luck at Harper's Ferry, but the others can drop it to, it just seems to be at a lower rate, at least for me.

I have a 2* AA/ap regen on kill and it slaughters everything. I would probably keep rolling for a vampires (I have a 2 plasma flamers) but I’m keeping the AA for sure.
