The fusion reaction you pick does not affect any of these numbers. The base values given in the mod config should be halved to get their effective value. For example water has a value of 400, but effectively it provides 200 K/t of cooling for a size 1 reactor. So in a size 2 reactor, it provides 200/2 = 100 K/t of cooling.
