It looks like people are having a lot of issues with ProjectElevator. Make a new save with that disabled and see if you can baracade again. Slows them down a lot while breaking in, each plank matters in that regard. Exact same with doors, kind of vital if you plan on sleeping undisturbed in zombie infested zones.
